چکیده

کسری بودجه به مفهوم «مازاد هزینه بر درآمد دولت»، نتیجة اعمال سیاستهای مالی است. اعمال این سیاستهای مالی می‌تواند آثار مهمی  بر اقتصاد جامعه داشته باشد. پرسشیکه در رابطه با افزایش بدهی دولت یا کسری بودجه می‌توان مطرح کرد این است که آیا کسری بودجه بر متغیرهای حقیقی اقتصادی آثار مهم و معنی‌داری دارد؟ پاسخ این سئوال در تحلیلهای بلندمدت و کوتاه مدت چیست؟ در این مقاله سعی شده است تا تأثیر کسری بودجه بر تقاضای پول مورد بررسی قرار گیرد. در این رابطه دیدگاههای مختلفی ارائه شده است که بطور کلی می‌توان آنها را در سه گروه دسته‌بندی کرد: 1.کینزی  2. نئوکلاسیکی  3. فرضیه برابری ریکاردو. نتیجة برآورد مدل اقتصاد سنجی برای داده‌های اقتصاد ایران از سال 1338 الی 1381 نشان می‌دهد که بین کسری بودجه و تقاضای پول یک رابطه تعادلی بلندمدت وجود دارد.
