چکیده
با توجه به اصول 29، 31 و 43 قانون اساسی ایران، یکی از اهداف آرمانی جمهوری اسلامی، مقابله با فقر و نابرابری اقتصادی و اجتماعی در کشور می‌باشد و برای این منظور دو استراتژی به طور موازی پس از انقلاب دنبال شده است. یکی از این استراتژی‌ها گسترش و کمک‌های جانبی دولت برای مبارزه با فقر و محرومیت بود. در این زمینه، دولت سیاست‌ها و برنامه ریزی‌هایی در قالب برنامه‌های توسعه اقتصادی و اجتماعی به اجرا گذاشت. لذا با توجه به چنین ضرورتی هدف پژوهش حاضر بررسی تاثیر رشد اقتصادی بر فقر: مطالعات تطبیقی برنامه اول و سوم توسعه می‌باشد. نتایج حاصل از برآورد الگوی پژوهش بر مبنای روش خود بازگشتی با وقفه‌های توزیعی حاکی از آن است که رشد اقتصادی (از سال 1357 تا 1399) بر فقر در بلندمدت اثر مثبت و معنی دار دارد در حالی که رشد اقتصادی (برنامه اول و سوم توسعه)، رانت نفتی بر فقر اثر منفی و معنی دار دارند، مخارج تامین اجتماعی بر فقر در بلند مدت تاثیری ندارد. لذا می‌توان بیان داشت که صرف رشد اقتصادی برای مقابله با فقر کافی نیست بلکه در کنار فرآیند رشد پویا، زیر ساخت‌های بهبود یافته برای جامعه (از جمله فقرا) و اصلاحات نهادی باید به موازات آن اجرا شود.
