ساختار تصاعدی مالیات بر درآمد و اثر آن بر نابرابری درآمد در استانهای کشور
یکی از اهداف مهم سیاستگذاران، کاهش نابرابری درآمد در جامعه است. مالیاتها به عنوان یک منبع درآمدی پایدار برای دولت، مهمترین ابزار تعدیل نابرابری درآمد هستند. یک نظام مالیاتی کارآمد در قالب مالیات تصاعدی میتواند به بهبود توزیع درآمد منجر شود. در این مقاله به ارزیابی تاثیر ساختار تصاعدی مالیات بر درآمد بر نابرابری درآمد در 30 استان کشور طی دوره 1392- 1384 پرداخته شده است. برای این منظور، نرخ متوسط مالیات بر درآمد هر یک از دهکهای درآمدی محاسبه شده و اثر آن بر ضریب جینی به همراه سهم ارزش افزوده بخشهای صنعت و خدمات از تولید ناخالص داخلی و رشد درآمد سرانه، مورد آزمون قرار گرفته است. روش تجربی این پژوهش مبتنی بر دادههای تابلویی بوده که با استفاده از تخمین پانل پویا از طریق روش گشتاورهای تعمیمیافته صورت گرفته است. نتایج برآوردها نشان میدهد که ساختار مالیات بر درآمد در ایران تصاعدی است، اما نتوانسته موجب کاهش نابرابری درآمد شود.

آزمون استرس احتمالات نکول صنعت بانکداری ایران با رویکرد پرتفوی اعتباری
به دلیل بالا بودن مطالبات معوق در صنعت بانکداری ایران، برآورد احتمال نکول وامگیرندگان برای مدیریت ریسک اعتباری از اهمیت زیادی برخوردار است. در این مقاله، آزمون استرس احتمالات نکول در صنعت بانکداری ایران با استفاده از رویکرد پرتفوی اعتباری انجام میشود. روش مطالعه براساس سیستمی از معادلات و شبیهسازی است. در مرحله اول، اثر متغیرهای کلان اقتصادی بر نرخهای نکول برآورد میشوند. سپس روابط پویای متغیرهای کلان اقتصادی با استفاده از مدل VAR برآورد میشوند. با استفاده از سیستم معادلات دو مرحله بالا و ساختار ماتریس واریانس-کواریانس باقیماندهها، شبیهسازی احتمالات نکول با روش مونت-کارلو در افق زمانی یک ساله تحت سناریوی پایه و سناریوهای استرس اجرا میشود. در انتها، مقدار تاثیر شوکهای مختلف از مقایسه احتمالات نکول تحت سناریوهای استرس مختلف با سناریوی پایه (سناریوی بدون شوک) محاسبه میشود. ابتدا جهت مقایسه مقدار تاثیر شوکهای مختلف به اندازه یک انحراف معیار به هر کدام از متغیرهای کلان اقتصادی، شوک وارد شده است که این سناریوها لزوما بیانگر بدترین وضعیت که هدف آزمون استرس است، نیستند. بنابراین براساس دادههای اقتصاد ایران، چهار سناریوی حدی تعریف و تاثیر آنها بررسی شده است. نتایج حاصل از شبیهسازی حاکی از آن است که شوک نرخ بیکاری مخربترین عامل برای نرخهای نکول بوده است. دومین شوک قوی اثرگذار بر نرخ نکول، شوک نرخ ارز است. شوک نرخ رشد تولید ناخالص داخلی نیز تاثیر قابل توجهی داشته است. شوک نرخ تورم، کماثرترین شوک است. این نتایج با ضرایب حاصل از تخمین معادله نکول و معنیداری آنها نیز سازگار هستند. با مقایسه اثرات در چندکهای مختلف توزیع، مشاهده میشود که تمامی شوکها در دنبالهپایین نسبت به دنباله بالا، اثر بیشتری بهجا گذاشتهاند. همچنین نتایج نشان میدهند که اثرات شوک در دورهدوم افزایش پیدا میکند، اما در دورههای بعد روند کاهشی داشته است.

تحلیل انتشار فضایی تغییرات قیمت مسکن در استانهای ایران؛ رهیافت اقتصاد سنجی فضایی
پژوهشهای بخش مسکن نشان میدهند اثر متغیرهای اقتصادی مختلف بر قیمت مسکن در مناطق مختلف یک کشور متفاوت است و قیمت مسکن در مناطق مختلف کشور دارای ارتباطی درونی با یکدیگر هستند، مدلسازی این آثار در قالب اقتصادسنجی فضایی صورت میگیرد. در این پژوهش از دادههای مربوط به 28 استان مختلف ایران طی دوره ۱۳92 -۱۳7۹ به برآورد و مقایسه الگوهای پانل پویای دوربین فضایی با الگوهای پانل دوربین فضایی و همچنین برآورد اثرات مستقیم و غیرمستقیم (سریزهای فضایی) مربوط به متغیرهای توضیحی در دو بعد کوتاهمدت و بلندمدت به کمک ماتریس وزنی فضایی جمعیتی در چارچوب نرمافزار متلب پرداخته شده است. به منظور انتخاب بهترین الگوی فضایی سازگار با الگوی نظری تعیین قیمت مسکن از روششناسی الهورست و در هر مرحله از آزمون نسبت درستنمایی (LR) و آزمون ضرییب لاگرانژ (LM) برای مقایسه الگوهای فضایی استفاده شده است و مشخص شد الگوی پویای فضایی بهترین تصریح را نشان میدهد. با مقایسه نتایج در الگوهای پانل پویای فضایی، متغیر تاخیری قیمت مسکن و اثرات فضایی این متغیر سهم بالایی در تعیین قیمت مسکن نشان میدهد، این در حالی است که تنها اثرات فضایی متغیر مخارج خانوار اثر معناداری بر قیمت مسکن داشته و سایر متغیرها از جمله قیمت زمین، هزینه ساخت و اجاره واحد مسکونی هم بهصورت مستقیم و هم در قالب سریزهای فضایی اثرات معناداری بر قیمت مسکن در استانهای ایران داشتهاند.

نهادها و ابزارهای تنظیمگری و جایگاه آن در صنعت حملونقل ریلی؛ درسهایی برای ایران
امروزه تنظیمگری دولت از طریق نهادهای تنظیمگر به واسطه وجود شکست بازار در اقتصادهای مبتنی بر بازار، امری حیاتی بهشمار میآید. صنعت حملونقل ریلی از جمله صنایعی است که به دلیل ویژگیهای خاص آن، نظیر انحصار طبیعی، ماهیت چندمحصولی فعالیت، نقش خاص زیرساختهای آن و اثرات خارجی منجر به شکست بازار شده است و به همین دلایل، این صنعت نیازمند ایفای نقش نهادهای تنظیمگر است. این مقاله با روش تحلیلی-توصیفی در دو بخش تنظیم شده است؛ بخش نخست، مبانی، ماهیت و ابزارهای تنظیمگری را مورد بررسی قرار میدهد و بخش دوم به جایگاه نقش تنظیمگری و ابزارهای آن در صنعت حملونقل ریلی پرداخته و در نهایت، وضعیت تنظیمگری در صنعت حملونقل ریلی کشور ایران را مورد ارزیابی قرار داده است. یافتههای پژوهش نشان میدهد ابزارهای تنظیمگری به حقوق عمومی رقابت و تنظیمگری بخشی به تفکیک بازارهای رقابتپذیر و رقابتناپذیر قابل تقسیم هستند که هر یک کارکردهای جداگانهای نسبت به یکدیگر دارند. صنعت حملونقل ریلی در بخش زیرساخت به واسطه ویژگی انحصار طبیعی، رقابتناپذیر و بخش بهرهبرداری آن، رقابتپذیر بهشمار میآید که کاربرد هر یک از این ابزارها در بخشهای مربوطه ضروری به نظر میرسد. در ایران، هر چند با تصویب قانون دسترسی آزاد به شبکه ریلی، گامهای اساسی برای تفکیک بخشهای رقابتپذیر از رقابتناپذیر و به رسمیت شناختن ابزارهای تنظیمگری برداشته شده، اما شرکت راهآهن جمهوری اسلامی ایران به عنوان نهاد تنظیمگر با چالشهای جدی از قبیل عدم استقلال، نبود سازوکار مناسب برای پاسخگویی و موازیکاری مواجه است..

عوامل اقتصادی موثر بر جرم در ایران؛ کاربرد انتقال ملایم پانلی
مطالعه دلایل بروز رفتارهای مجرمانه برای کاهش جرم الزامی است. یکی از دیدگاههای مهم و اساسی در بررسی شرایط محیطی ارتکاب جرم، ویژگیهای اقتصادی محیط است. در این تحقیق تاثیر عوامل اقتصادی بر جرم در قالب استانهای ایران (1379 تا 1392) مورد بررسی قرار گرفته است. برای این منظور از روش انتقال ملایم پانلی استفاده شده است. نتایج به دست آمده با متغیر انتقال تورم، دو رژیم و یک حد آستانهای نشان میدهد که در رژیم اول (سطوح پایین تورم) درآمد سرانه واقعی تاثیر معنیداری بر جرم ندارد، اما در سطوح بالای تورم (رژیم دوم) تاثیر درآمد سرانه واقعی بر جرم منفی و معنیدار است. در سطوح پایین تورم، تاثیر نابرابری درآمدی بر جرم مثبت و معنیدار، اما در سطوح بالا، نابرابری تاثیری بر جرم ندارد. تاثیر صنعتی شدن در سطوح پایین تورمی، غیرمعنیدار، اما در سطوح بالای تورم، این تاثیر مثبت و معنیدار است. بیکاری در هر دو رژیم تاثیر مثبت و معنیدار بر جرم دارد.

رتبهبندی مدلهای پارامتریک ارزش در معرض خطر با لحاظ کردن موقعیت معاملاتی سهامدار (کاربرد توابع توزیع نامتقارن در مدلهای خانواده GARCH)
در این مقاله با استفاده از مدلهای خانواده GARCH به تخمین ارزش در معرض خطر داراییها برای معاملهگران بازار سهام تهران در دو موقعیت خرید و فروش میپردازیم. با توجه به رفتار نامتقارن بازدهی قیمتها در بازار سهام تهران (TEPIX) هنگام خرید یا فروش از توابع توزیع نرمال نامتقارن[1] و T-student نامتقارن[2] برای افزایش دقت مدلهای ارزش در معرض خطر داراییها در دو حالت خرید یا فروش استفاده میکنیم. با تعمیم سنجههای تنبیهی شنر و دیگران[3] (2012) برای لحاظ کردن موقعیت فروش در ارزیابی عملکرد مدلهای پارامتریک نشان دادیم که مدلهای EGARCH و GJRGARCH با توابع توزیع نامتقارن دارای عملکرد بسیار دقیقتری هستند. همچنین آزمون آماری توانایی پیشبینی مکمل نشان میدهد که با توجه به انتخاب مدل مبنا (GJRGARCH) سایر مدلهای پارامتریک در مقایسه با مدل مبنا دارای میانگین خطای برابر نیستند و استفاده از توابع توزیعهای نامتقارن در مدلهای EGARCH و GJRGARCH به شدت باعث ارتقاء رتبه آنها شده است. مقایسهای از آسیبپذیری اقتصادی ایران با سایر کشورهای با درآمد متوسط منتخب
آسیبپذیری اقتصادی در سطح کلان مفهومی است که از آن برای ارزیابی زیانهای احتمالی تکانههای خارجی و احتمال بروز بحرانهای اقتصادی استفاده میشود. امروزه استفاده از این مفهوم برای کشورهای در حال توسعه و حتی کشورهای توسعه یافته در قالب شاخص آسیبپذیری اقتصادی و یا مقاومت اقتصادی رایج است. هدف این مطالعه آن است تا با معرفی و تشریح مبانی نظری برای شاخص آسیبپذیری اقتصادی چارچوبی مناسب، جهت سنجش این شاخص برای ایران و دیگر کشورهای با درآمد متوسط منتخب دست ارائه شود. نتایج این مطالعه نشان داده است که وضعیت ایران از نظر شاخص آسیبپذیری اقتصادی در بین هشت کشور مورد بررسی در دوره بین سالهای ۱۹۹۵ تا ۲۰۱۲ مناسب نبوده به طوری که رتبه ایران در بیشتر سالهای این دوره (۱۳ سال) از میانگین هشت کشور بالاتر بوده است. همچنین روند تغییرات این شاخص برای ایران در این دوره مثبت و صعودی است. علاوه بر این، تحلیل عوامل اثرگذار بر آسیبپذیری اقتصادی ایران نشان داده که در این دوره مهمترین عامل تفاوت در سطح آسیبپذیری اقتصادی ایران در مقایسه با هشت کشور منتخب، ضعف در تنوعبخشی به صادرات است.

رابطه توسعه تجارت خارجی و شدت انرژی در اقتصاد ایران: با تأکید بر اثرات مقیاس، ترکیبی و تکنیکی
گسترش تجارت خارجی بسته به شرایط ساختاری و ماهیت اقتصادی کشورها، اثرات مهمی بر شدت انرژی دارد. در تحقیق حاضر اثر مقیاس (تغییر حجم اقتصاد)، اثر ترکیبی (تغییر ساختار فعالیتهای اقتصادی) و اثر تکنیکی (تغییر بهره وری) ناشی از تجارت بر شدت انرژی در اقتصاد ایران، به عنوان یکی از شاخصهای مهم اقتصادی-زیست محیطی، مورد بررسی قرار گرفته است. به این منظور مدل تجربی پژوهش مطابق نظریه اقتصادی با استفاده از روش خودرگرسیون برداری ساختاری در دوره 1353-1392 مدلسازی شد. نتایج حاصل از برآورد مدل نشان میدهد که اولاً توسعه تجارت اثر مقیاس و اثر ترکیبی مثبت بر شدت انرژی ایران دارد اما اثر تکنیکی آن منفی است. ثانیاً اندازه اثر تکنیکی از برآیند دو اثر دیگر بزرگتر است. طبق نتایج تحقیق، افزایش حجم تجارت خارجی در اقتصاد ایران با انرژیبری بیشتر همراه نشده و حتی شواهدی از کاهش شدت انرژی از کانال بهبود بهرهوری کل عوامل تولید (به عنوان شاخصی از تغییرات فنی) وجود دارد. بنابراین، توسعه تجارت خارجی در ایران انرژیاندوز ارزیابی میشود.

عوامل تعیینکننده رکود تورمی در صنایع کارخانهای ایران
بررسی عوامل تعیینکننده شرایط رکود تورمی در اقتصاد ایران، هدف مطالعه حاضر است. در این مطالعه از مدل لوجیت با اثرات ثابت و اطلاعات آماری صنایع کارخانهای ایران طبقهبندی شده در سه گروه مبتنی بر منابع، صنایع با تکنولوزی پایین و صنایع با تکنولوزی متوسط به بالا طی دوره زمانی ۱3۹۲-۱۳۷۴، تاثیر متغیرهای واردات کالاهای واسطهای، هزینه نیروی کار، هزینه سرمایه (نرخ بهره بانکی)، نرخ ارز، بهرهوری نیروی کار و درآمد نفت بر وضعیت رکود تورمی در صنایع کارخانهای ایران را مورد بررسی قرار دادیم. صنایعی که کمتر از ۵۰ درصد از ظرفیت اسمی خود را مورد استفاده قرار داده و دارای مازاد نیروی کار بیش از ۲۰ درصد باشند و ضریب نسبت سرمایه به تولید آنها از ۳۰ درصد بیشتر باشد به عنوان صنایع مبتلا به رکود تورمی در نظر گرفته شده و به آنها، ارزش یک و سایر صنایع، ارزش صفر داده شده و به عنوان متغیرهای وابسته در مدل درنظر گرفته شدند. نتیجه مطالعه نشاندهنده تاثیر مثبت و از نظر آماری معنیدار همه متغیرها به استثنای بهرهوری نیروی کار بر روند رکود تورمی حاکم بر صنایع کارخانهای ایران است. به این ترتیب میتوان گفت که متغیرهای نرخ بهره، نرخ ارز و هزینه کالاهای واسطهای وارداتی بر عارضه رکود تورمی در صنایع کارخانهای ایران موثر بودهاند. تاثیر این متغیرها تقریبا در تمام صنایع کارخانهای ایران مشابه بوده است.
