The present study is focused on this question “why despite the fact that oil exporting developing countries benefit from the most major transfer of wealth without war, such countries suffer from economical failure”. To address the mentioned question, we have relied on a descriptive – analytic approach and employed the framework of institutionalism theory to study “shortsightedness” among decision makers and policymakers of such societies and finding consequences and damages of this trend and effective solutions for these problems. In order to study that how this phenomenon has been created and continues to persist, we have used “historical explanation” and “political economy”. In summary, according to causes specified by mentioned explanatory methods, the main factor was found in weakness of institutional structure. Considering Iran as the case study, this country experienced two shocks of income from petroleum industries in 1971 and 2011. By following the historical origins and considering the political economy of Iran, one can see that the finding of the present article is also true for Iran. In this regard and alongside with other amending solutions, adjustment of budgeting and taxation systems are proposed by the present study as solutions for achieving effective and productive utilization of incomes produced by petroleum industries for the purpose of long term development.}, keywords = {Shortsightedness,Petroleum Incomes,Insufficient Capital,Institutionalism,political economy,Rent Seeking}, title_fa = {پدیده کوته‌نگری در اقتصادهای نفتی با سرمایه ناکافی}, abstract_fa = {پدیده نفرین منابع با این تصور عمومی که ثروت منابع طبیعی باعث رشد اقتصادی می‌شود، در تضاد است. در این بین، اینکه چرا کشورهای در‌حال‌توسعه صادرکننده نفت پس از سود بردن از بزرگ‌ترین انتقال ثروت که تاکنون بدون جنگ رخ داده است، گرفتار زوال اقتصادی و تباهی سیاسی شده‌اند، به‌عنوان یکی از مسایل مطرح در این مقاله مورد بررسی قرار گرفته است. بدین منظور با رویکردی توصیفی ـ تحلیلی و بهره‌گیری از چهارچوب نظریه نهادگرایی، به بررسی سازه ذهنی «کوته‌نگری» در بین تصمیم‌گیرندگان و سیاست‌گذاران این جوامع و آثار و عواقب زیان‌بار آن و همچنین راهکارهای برون‌رفت از این آثار منفی پرداخته‌ایم و برای بررسی چگونگی پیدایش و استمرار این عارضه از دو «تبیین تاریخی» و «اقتصادسیاسی» استفاده کرده‌ایم. در مجموع، براساس دلایل ارایه شده مبتنی‌بر این دو تبیین، مهم‌ترین و تأثیرگذارترین عامل را ضعف ساختار نهادی یافته‌ایم. همچنین مورد ایران، به‌عنوان دولتی نفتی با تجربه دو شوک درآمد نفتی دهه‌های 1350 و 1380 مورد بررسی قرار گرفته است و با ردگیری ریشه‌های تاریخی و اقتصاد سیاسی مشاهده می‌شود که یافته تحلیلی پژوهش در این کشور نیز صدق می‌کند. در این ارتباط در کنار دیگر گزینه‌های پیشنهادی، اصلاح نظام بودجه‌ریزی و مالیاتی، به‌عنوان راهکارهایی برای بهره‌برداری کارا از درآمدهای حاصل از رونق نفتی برای توسعه بلندمدت، پیشنهاد شده است.}, keywords_fa = {کوته‌نگری,درآمدهای نفتی,سرمایه ناکافی,نهادگرایی,اقتصاد سیاسی,رانت‌جویی}, url = {https://joer.atu.ac.ir/article_405.html}, eprint = {https://joer.atu.ac.ir/article_405_f0b189233bcd00301c8fd1d7bb8538ee.pdf} }
